Build a city from a highway ramp: roads, homes, shops, industry, utilities, policies and parcel expansion. Goal mode awards the original charter at 6,000 residents, positive treasury, Willow Tower and average happiness ≥60. Sandbox keeps unlimited money and unlocks without ranked scores. Switch English/中文 in-game; includes local/file saves, optional cloud city snapshots and exact-map charter leaderboards.
